Deactivated Gun
Inoperable vs Deactivated, I'd consider that to be two completely different issues. I can take an inoperable car and fix it to where it's drivable. To deactivate a gun, means to render it completely and irreversible inert, ie. melt a slug down the barrel and fuse the barrel to the frame.
